Cadgers were made to carry an additional supply of fuel for oilwick lamps as they had to be refilled several times during a shift. Some were designed to be carried in the miner's pocket while others were designed to be worn on the miner's belt or slung over the miner's shoulder and thus had one or more belt loops for that purpose.
